Effort to illuminate Missoula bridges faces concerns

Lighting up Missoula's bridges to be "a spectacular visual art form" isn't going to be as easy as flipping a switch. In coming weeks, a proposal to light Missoula's bridges starting with the Madison Street pedestrian and bicycle under bridge will return to a Missoula City Council committee, and proponents will need to address a few objections if they want to garner more public support.Impacts to wildlife, maintenance costs, and preserving the cultural and historic value of the river are among some of the chief concerns Councilman Dave Strohmaier wants fully vetted."I think the cultural aspect of a major river corridor, a natural corridor, through the heart of Missoula is something we have got to grapple with," said Strohmaier, chairman of the Conservation Committee, where the matter is being discussed. At the last public meeting, Strohmaier said he did not want to move forward until the Light Our Bridges group had presented schematics to the committee. A meeting isn't scheduled, but Geoff Badenoch said he believes Light Our Bridges will be prepared to share a design in the next couple of weeks. The only bridge that has obvious historic value is the Van Buren Street pedestrian bridge, although research might turn up information that shows other bridges have historic significance, too, said Strohmaier, who works for Historical Research Associates. Cultural significance is "Anadrol 50" less tangible, but it's important, too."When we talk about cultural significance, we're not simply talking about a building or a physical structure, like a bridge," Strohmaier said. "A cultural landscape could be a boulevard, like East Pine Street. It could be the landscaping or the natural qualities Anavar Que Es of something like a river corridor."A provision in the draft contract that's already raised some controversy is the suggestion the lights might be colorful and programmed to blink in patterns, and the show used to earn money. A section about items the city and Light Our Bridges both would agree on includes this: "That if the lighting design allows for colors and/or patterns to "Achat Anabolisant Belgique" be customized, there will be the opportunity to generate revenue through such customization."Mike Thompson of Montana Fish, Wildlife and Parks said to evaluate effects on animals, the agency would need to have a clear understanding of the proposal. Lighting isn't a factor FWP typically considers, and at first blush, he doesn't believe lights would disrupt critters such as beavers and blue herons. But it might harm other creatures, those near the bridges and possibly those who use it as a home, he said."The bridge may or may not provide particular habitat for species such as bats," "Anaboliset Aineet" said Thompson, who noted a colleague of his is a bat specialist who could review the effect of night "Anaboliset Aineet" lights on those animals.Cost also is in the mix, and the city would be responsible for operations and maintenance, according to the draft agreement. In the last fiscal year, the electrical cost for the Bold 200 Prohormone Madison Street Bridge was $1,245, according to the Parks and Equipoise Ethics Recreation Department. The electricity cost for Van Buren was $729.Both bridges are lit all night long, Parks and Rec director Donna Gaukler said in an email. "Very, very preliminary" information suggests "buy cheap jintropin online" the Light Our Bridges plan would cost $846 in electricity for both bridges, but the estimates are rough and not linked to a specific design."Right now, we have no real factual numbers for anything that will exist," Gaukler said. " Thus, I cannot tell you with any certainty what or if there will be savings."Maintenance costs are harder to estimate, she said. A vandalized lamp post or shade can cost $300 to $600 to repair, and vandals "seldom stop at one.""The biggest cost and most challenging to estimate is vandalism as it tends to come in spurts," Gaukler said.As written, the agreement would run for 20 years, and it notes grounds for termination include "public outcry to eliminate lighted bridges." Badenoch, who was the spokesman for Light Our Bridges in the fall, said the goal is to create an aesthetic that most of the public will find acceptable in advance of any outcry. The discussion must be ongoing, he said, and Strohmaier agrees.Said the councilman: "Certainly, the more I've heard from the public and thought about it myself, I think there are some definite issues to be addressed and either mitigated or looked at more rigorously than we have so far." Lighting the Van Buren Street pedestrian bridge is going to be "a spectacular visual art form"?What are these people smoking? The only thing 'spectacular' will be the raucous laughter from the tourists who ever see it. Let's not do anything about the decay, let's hide it, dazzle people with lights! Genius. Pure genius.
